Legislation & international lobbying

The route to turning this model into law worldwide is divided into four phases, from research and a citizens' initiative to European and global guidelines.

  1. Phase 1

    Year 1

    Foundation & research

    • Publishing a whitepaper quantifying the societal cost of animal neglect against the cost of a mandatory insurance.
    • Drafting the legislative proposal: legally usable text, aligned with the Dutch and European legal systems.
  2. Phase 2

    Year 2 – 3

    National pilot & public support

    • Citizens' initiative: collecting 40,000+ signatures to put the proposal on the parliamentary agenda.
    • Pilot municipalities: trials with municipal pet passports and reimbursements for low-income households.
  3. Phase 3

    Year 3 – 5

    European expansion

    • Lobbying the European Parliament to include animal welfare and health insurance in the EU animal welfare strategy.
    • Connecting to the European Convention for the Protection of Pet Animals.
  4. Phase 4

    Year 5+

    Global roll-out

    • Collaborating with the UN (UNEP/FAO) and the World Organisation for Animal Health (WOAH).
    • Embedding mandatory health insurance in international guidelines for pet ownership.
